How much damage can fear take before breaking

20% of base health, key word being "base". Overall, it's not much damage at all and maybe just enough time get your full row of DoTs up or unglyphed to get them to run into a bad place with nowhere to hide (cross your fingers that they don't take a U turn right behind LoS from you).
Due to extremely long cast time, everyone and their brother being able to dispel, tremor totem (WTF, this needs to be nerfed/removed), WotF, and the low damage threshold, I'm going to be CC'ing with damage and not fear, i.e. only casting fear when it's key to the fight. I'll be using fear to either peel when a teammate is in trouble or to chain a cc on a healer. If not, those casts where I would've cast fear for control will instead be replace with good old fashioned damage.
I guess I was close then.
Base health. I'll keep that in mind.

Ok so base health, that's good to know. So I guess the next logical question (at least for pve) is, what's the difference between a mob's base health, and it's max health?
And in pvp personally I see myself going meta just for the sheer number of stuns they have.
