Lower your parry and/or increase your dodge. You want them closer together to minimize DR. Yours are almost 3 percentage points apart post-DR.
Your pre-DR dodge is ~11.225%, and your pre-DR parry around 15.175%. Your dodge is reduced to 9.96% by DR, a reduction of 11.3%. Your parry is reduced to 12.78% by DR, a reduction of 15.8%. So you could get nearly 5% more benefit out of your last spent parry rating points. I don't think hold the line is important enough to justify that.

I'm still not done completely regemming, but I'm putting +40 mastery in all yellow and prismatic sockets. I still have a +60 Stamina gem in the blue sockets in my shoudlers and legs, and have a Parry/Stamina in my chest and glove's red socket. (I would like to switch the +60 stamina gems to Stamina/Mastery in blue sockets, might switch the parry/stamina over to expertise/stamina)
For reforging, I look to see if the item has mastery. If it does not, if the item is dodge+parry I reforge the parry to expertise, if it's avoidance+threat I reforge the avoidance to mastery. If it already has mastery; dodge or parry -> hit or expertise, hit or expertise I leave.
Enchants I'm not completely finished with. I need to get my shoulder enchant rep up as I'm using my old Hodir right now. I used the Pyrium Shield Spike for a while and it absolutely sucks. Horrible damage, not worth it. Then again the other shield enchants kind of suck too. Currently using 160 armor. I had mending on my weapon for a while, and switched over to Avalanche recently since it procs off Thunderclap. I'm not really happy with the damage out of Avalanche so I'll probably go back to mending. I need to get a new boot enchant. Mastery on gloves, I think I have the old junk Stamina on bracers still. 55 stamina on chest, newest Helm and Leg enchants, still have 225 armor on cloak.

Ok, i'm a noob tank and not too sure how you calculate all of those numbers? However, from now on i'll make sure to keep my parry and dodge closer together. Thanks for the input.

block enchant
since you're already gearing for mastery; the armor one is under budget for a cataclysm enchant.
Mending is pretty weak, just like healing enchants on weapons usually are. I'd recommend windwalk if you're getting best of the best enchants, otherwise a good old weapon chain is a good and very affordable alternative.

I gave the shield spike a try because 1) I'm a BS and it's cheap and 2) we are blocking so much often than we were before I thought it might be good. It's not. On single target we just aren't getting hit often enough and it ends up being like 0.4% of your overall damage. On multiple targets we are spamming cleave, thunderclap, and shockwave, pulling upwards of 20k DPS at times, so again it's still a very small percentage of your overall damage.
When i took the first glance at Blocking I saw that it adds something like 0.45% block chance, didn't really think about what that number meant, and went with Armor instead. Now that I think about it, 0.45% is pretty good. If you consider our mastery, 179.28 mastery rating = 1 mastery skill = 1.5% chance to block. So 0.45% block chance is equal to roughly 54 Mastery (though without the critical block chance increase). 54 mastery is a pretty good number.
As prot, should we make sure we have the 8% hit cap or is it not that big of a deal, mainly just get that expertise to around 25 or so to keep the aggro on bosses?/
I'm not concerned with getting to the cap, per-se. I am obviously trying to get the hit and expertise numbers up a bit so I don't whiff as often, but I'm not going out of my way fretting over it. If I can get my expertise up to 6% and hit up to around 5.5%, I'll be happy.
Given my methodology for Mastery over everything, and not feeling bad about converting avoidance to hit/expertise, I'll probably enchant my bracers with 50 hit or 50 expertise rather than 50 dodge. Gloves have a mastery enchant so I'll stick to that. I'll go for boots with Lavawalker once I get the epic boots from Wildhammer.

Shoulders: Honored/Exalted with Therazane
Cloak: Armor
Chest: Stamina
Bracers: Choice of 50 dodge, 50 hit, 50 expertise
Gloves: Mastery (or Hit/Expertise available)
Belt: Socket
Legs: Whatever they are called; Agility/Stamina
Boots: Lavawalker (35 Mastery/Run Speed), Mastery (50)
So honestly everything seems like a no-brainer for enchants except for Bracers, whether you want avoidance or threat, and Boots, whether you want more mastery or give up 15 rating to pick up runspeed (recommended).

Word on the street is that Vengeance does enough for threat that hitting hit/expertise caps is not nearly as important as one might think. Take the threat stats you can, but all gemming/reforging ought to go toward mastery/stam, then dodge/parry. I imagine that future tiers will see tanks stacking threat stats alot more in order to compete with massive dps, but until then, a progression/survivability focus will likely yield the best results
