Now let me start out by saying that I don't run in raids. You can check that by looking at my toon here.
http://us.battle.net/wow/en/character/dawnbringer/fognir/simple
I'm mostly a solo player myself but I'm looking into starting to do 5-Mans and raids casually when I reach 85. Now since I don't do that I have no bad things to unlearn which will make it easier on me when I start. But this is a idea that I got from listening to blizzcon about the chance of watching other players doing raids. I can't remember if they said they would look into doing something like that but I think they did. Now that would take a while to do. But I think we have already have something that would work that just got released but you just have to change somethings on it and it may work. The War Games feature that just got released. Why not have something like that for dungeons and raids for people to learn on. You get no loot at all no justice points no valor points
Nothing At All
. But it would help people to get past the Wrath problem of learning or relearning to CC or more to get the pulls like they are supposed to be. What do you think? It could be a nice thing to have. Do you have any ideas to expand on it to make it more viable that Blizzard may decide that it would be a good idea to implement it or something like it in the game?

Difference between BG's and War Games? You can choose your opponent.
Difference between current dungeons/raids and practice dungeons/raids? Nothing at all. Except no loot.
Conclusion: if you wanna practice at dungeons and raids then choose your group (usually guildies) and go wipe in an instance until you get the hang of it. Blizzard doesn't need to add anything for you to do that.

But the practice also means that if you wipe there is no need to have a blame game going on either. If the wipe happens in practice you can just have one member that is experienced that is along to point out who did what wrong and to try again and there would be no lock outs for practices either if you complete the raid or dungeon you can just go right back in and do it again and see if you can cut down on wipes or try a whole new strategy. Now I would admit this would appeal more to doing just released raids and dungeons to get a feel for them. As the expansion gets older with no new raids or dungeons it would lose it's appeal that's a given.
Also about this watching thing how about this. But what if you were in a guild with vent and you wanted some practice before you do the dungeons or raid for real. This would help cut down on the wipes in case something unexpected happened. You can learn the timing better practicing than watching videos. I would also like to say that I'm one of those people who learn better from doing something than reading or watching videos about it. Now take the watching of the raid live than on videos. You would ride along with the class that you play and watch what they do the buttons they press the vent that you hear everything would help more than watching a video. You wouldn't be able to ask questions on a video with watching you can. But you can only ask questions before and after a pull not during. There would be a button that they would press that would cut off your mic so you couldn't bother them during the pull.

I could see this being a nifty idea if you add to it a bit.
Practice Mode (enable from player frame just like normal/heroic modes)
Players are given a buff that mimics a flask (takes highest from ap/int/spirit/stam),
Players will suffer no durability loss, if you die you are teleported to a bubble (like an ams bubble or like the ones in the monster you get ate by in TH) where you are out of combat and can choose to sit out or rejoin fight, only one player may rejoin combat per attempt to mimic a brez. Bubbles would be located in each boss chamber and if there are long stretches of trash then one could be located between bosses.
NPC party members, not as sure on this one, but perhaps be able to fill in missing party members with npc up to say 4 thus you could practice a 5 man by yourself but raids would need to have at least a decent # of people practicing together. NPC would be designated as tank, dps, or heal.
Practice mode available for 5mans and entry (maybe to mid) tier raids, no practice mode for heroic modes or the final tier of raiding per xpac. No need to reduce the challenge for those who are supposed to be seeking a challenge :)
No loot, or MAYBE coin/cloth/trash but I lean toward no loot as it would just be a distraction.
No respawn, once it's dead it's dead unless you go out and reset. Should contain trash so that you can learn the trash as well as the boss but no need to have it repopping if you get stuck on an encounter especially since this could cause issues if trash repopped in between a party and their last rez bubble.
Yea I don't know that blizz would want to spend time developing something like this as opposed to developing new content itself...but I think the idea has merit and would be a fun way to try out new encounters beforehand without having to spend money for buffs and repairs. It MIGHT allow for finer tuning on encounters simply because it would negate any complaining about the cost of learning the encounter.

Now I know I have a lot of things to learn I'm not denying that. But I have never ever been in a raid or dungeon (only soloed dungeons with my bear tank pet for achievement and quests) period. I have read all of these complaints about people not knowing or wanting to cc or wait for the pull to be explained. Since I have no experience with this then what I learn now will be the way it goes most likely until the next expansion or blizzard changes how you are supposed to do things which it doesn't look like they are going to. They like the way it is right now. Even though I haven't been in a raid or dungeon (with people) I have learned a lot by reading around different places like here on Wowhead, TankSpot, MMO Champion, Wowpedia, and WowInsider. Those are the main ones I read. Also one thing about me also is no guild yet. I'm planning on joining a leveling and casual guild soon though. I also don't have any friends that play WOW either. So that's mainly why I'm mostly a soloist on the outside looking into maybe getting into some very casual dungeons and then when I get some experience with that then on to the raids. And like I said earlier I learn to do things better by doing them. Which is why something like the practice idea appeals to me. Also another idea about this practice mode could be a trail run for people applying to guilds that do progressive and hardcore raiding.
