So, basically the OP is targeting a new enemy if their current target is alive, dead, friendly or hostile? Doesn't that mean always?

Once I deleted the conflicting conditions, the macro I presented was all that was left.

The macro he's likely looking for is:
#showtooltip Sap
/targetenemy
/cast Sap
Which will sap the closest target to you if you don't have a target, if you do have a target it will sap that one regardless of distance.

Yeah, remember all conditionals are implicitly
target=target
.
I would probably leave the conditions off of Sap so I get errors as I'd expect if there was no enemy to target and my target stayed on a dead person or a friendly.

. I don't think Sap needs a conditional check but if it does you can shorten it still:

no harm does not equal help, or at least it didn't used to. Unless they've changed it, help only checks for friendly mobs, while noharm will check for things you cannot attack (meaning it will check for hostile un-attackable mobs). Also, you cannot shorten it still, because your macro will error out if you have a friendly target selected and its the only thing within tab-target range.
I just copied it out of my macro book, it was written a LONG time ago, so thy may have changed the whole noharm =/= help thing, but the functionality is the same.

The reason it looks odd is because part of it is missing. It used to, way back in the day when it was still possible, adjust your targeting range to that of sap's, attempt to sap a target, and then set it back. If I recall correctly, this was done between those two target checks. The second check was there to force it to pick a further away target if the only thing in range was a friendly one. I believe. This was all from like the 2.0 erra.
The macro the OP is looking for mine (well, mine or the changed version router54 posted depending on the current functionality of noharm vs help).
