In regards of your issue,
I'm not sure, but I belive that kgP-panels won't cancel the targetclearing effect.

KgPanels will probably do what you want...
I just wanted to offer a small suggestion:
If you're dead set on having that many bars (and while I have 3-5 bars up, I shrink a lot of them down to take up less space), why don't you move your minimap to the right, and center the main bar on the screen? Shrink the bars on the right down to 75% or so (as they appear to not be combat sensitive actions) and stack the minimenu/bag bars somewhere out of the way & possibly lower their opacity to 50% (as you definitely don't need to see them during combat).
... thats just me being a nosy person trying to hurl my preferences on you though... so ignore me if you're content to have... um, a lot of buttons visible at all times.
