people in the UI forum might know more than people here (or indeed the addon's own forum/comments section).
however, to my knowledge power auras reacts to changes. you set the condition like an aura being in place and it can react to the aura occurring and being removed.
you're asking for a timed event to occur after the starting event and that is not something power auras (or MSBT or TellMeWhen or all the other addons) can do as far as i am aware.
now, you recently made a thread saying that you feel you are under-performing so i guess this means that you've identified ISF uptime as the reason for your poor output. the fact that this is the solution you're going for (using power auras to show a timer but wanting a sound to tell you when to start casting) suggests to me that you need to take another look at how you gain information from your UI.
have a look at addons that use timer bars like NeedToKnow or EventHorizon. if you're not currently using something like that to keep you informed about DoT durations and cooldowns then this could have a great impact on your performance.

Like asakawa has guessed, Powa can't display an aura when a timer has a certain amount of time left on it. Your best bet is to just make the aura (and timer) really big and in a central position, and then just keep an eye on it manually. I handled GoLT back in ICC this way and it worked out great for me =)

if you are using quartz and you have the space for it and dont need a focus frame...
You can have yourself as a focus and it will show a bar for it as a buff. Its a lot to deal with to be honest but if you set it up right and move it in a place that u can see and wont bother you its a suggestion.

I think you could make Powa give that sound early. I haven't used it for a while, but I remembered that you could manually set the buff time? If that's possible, just reduce the duration to 12 sec from 15.
Not sure though, but worth a try?
