I have multiple level 80's, and I've never ran into this problem myself. The only thing I can attest to, is not being able to kick people while in combat.
*Shrug* People will be people, what are you really going to do? Nothing, because there is nothing you can do, other than leave and move on.
Also if you are that annoyed at level 30, I pity you at level 85 as DPS thoroughly enjoys 45 minute dungeon queues. My advice if this is a big issue for you, would be to roll a healer, or a tank, otherwise you will continue to experience the same thing.
Additionally, "cherry-picking your groups as a tank". How so? You leave the group and receive a dungeon deserter cool-down as a tank, so this is incorrect. I guess you could die and wipe everyone but that seems fairly retarded, due to the repair costs of being a tank, it does not make sense.

If you go offline, you'll get kicked but not receive the deserter cooldown.
This kinda happened to me yesterday... Got a group for Halls of Origination, and it was a good group... Though I should have realized something was going to happen when the tank said he was friends with one of the DPS. Anyways, we clear all of the bosses, but when we get to the final four bosses we decide to do the "final" boss first, and after he was dead... The DPS left the group and the tank went offline. And the funny thing is, the final boss didn't even drop loot for the tank or DPS.
