Does this reduce all movement speed by 70%, including attack speed, ect.?
Or is it simply a debuff that slows an enemies ability to catch up to you should you choose to run off somewhere for whatever reason.

Movement speed - the speed at which you walk/run/ride.

Meh just means I gotta decide if I want to keep it or not now.
When I'm fighting large groups I'm usually moving back and forth and every which way anyway - so it could still be useful so long as I switch targets or take on the stronger targets first.
Need to think about it - and about what points I'd replace with the two points I put into it. :)

It's useful as a lo-fi method of CCing small groups of mobs - stealth in, Sap one, attack any remaining while constantly backing off, once Blade Twisting hits Redirect to your next target, rinse and repeat til you're clear of your Sap target, pop BF and KS, profit. :D
As for what else is available to be taken, it depends what you're up to - Imp. Recuperate, Imp. Sprint, Imp. Kick and Reinforced Leather are all reasonable filler selections - no DPS improvements but can boost utility and survivability.
