The mana cost is only relevant if you ever run out of mana. If you've got NOTHING else to press, and you're just going let the GCD rot, and by the next time you find yourself in that situation and have to press cons again you're at 100% mana, why WOULDN'T you press it?

Are you trying to squeeze two non-spells between CS? If you don't do that, you'll hardly ever get down to cons in your rotation, which eliminates the mana problem (also glyphing CS is a plus).
Which again, takes us back to 'if you have an empty GCD and no mana problems, there is no opportunity cost to casting CS.'

I use it often, in large pulls, AoE pulls and bosses. I never run out of mana, so that isn't an issue, and it never takes away time from something I could be using.
