I think melee GCD is based off of the weapon speed, is it not?
Other than that, I'm interested in OP's question regarding spell / ability GCD.

No, I believe melee GCD is set at 1.5 seconds standard, 1.0 for UH presence DK, rogues, possibly feral druids.

I'm pretty sure that the normal GCD that you see on most of your abilities for most classes is 1.5 seconds, and is affected by haste.
Assuming that is true, it would take a total of 50% haste to bring your global cooldown down to 1 second, but this can be achieved when your haste is combined with other effects, such as Icy Talons, Bloodlust/Heroism etc.
To get 50% haste from rating at 85, you will need 6393 haste rating, so that's not happening. However, if Bloodlust is up at the time, you will only need about 15.4% haste from rating because separate haste effects are multiplicative. That would be about 1969 haste rating. I don't think that will be very easy to achieve at this tier.
I got all this with the calculator that comes with windows, I'm not completely sure about it because I don't know definitively how haste affects the global cooldown, and what the difference is with melee vs. casters, however, the main thing learned here is that the only way you are really going to get your GCD down very low, like noticeably short, you will need multiple haste effects on you at the same time, because haste rating isn't going to do it alone.
