Execute phase. Or so I've heard. Execute is based largely on attack power, so the 15% buff outweighs the stat loss and DPS loss. Again, this is not something I have personally tested, I just remember reading it somewhere. It's an idea anyway.
Other than that, I don't know. It could be the devs' way of making you choose one specific style, rather than get to go back and forth, as a flavor thing. I don't see much merit to that line of thinking with the ability to respec, but maybe they do.

Probably because what you suggest isn't possible, or is too time consuming to implement for the sake of a single spec of a single class. Point out a talent that radically applies a multitude of differences
based on your equipped items
and you might have a point. Otherwise, two talent points is simply easier on the back end.
