2 things (and sorry if this is a known bug)
1. Paralysis is NOT working properly?
I find it has only about an 80% chance to work properly...i'm stacking 3 MB on farming elementals in Twilight Highlands, which included with my 14% crit means a 104% crit chance? or am I reading this wrong and crit can only be capped at 90%?
2. Also, with paralysis, I find they can still hit me if I'm in melee range and can cast but cannot physical move, does this count as a root effect?
Thx for any answers and once again, sorry if this is a known issue or if I'm understanding the mechanics wrong.

No...it hits them, it just doesn't crit for some reason

Paralysis can't crit.
Mind Blast
crits, which causes Paralysis. I can't see what you're trying to get at.
Unless you're saying your MB won't crit, even after 3 MS's. In which case it's a bug and you should open a ticket. The crit cap is 100%.

I have had the same problem a few times. For me, non-crit MBs could happen when I was casting Mind Blast immediately after the third Mind Spike. This can happen because the Mind Blast then is calculated with only the two stacks of the Mind Spike debuff. Waiting for a fraction of a second solves this problem.
This is a problem that also affects other effects, such as Shadow Word: Death's damage bonus vs. low-health targets. Casting SW:D immediately after a damaging spell will not take the damage of that spell into account and as such may cause SW:D to deal significantly less damage.

According to paralysis' page, it is not a root effect, but merely a 100% speed reduction. Even though the outcome is the same, there may be a difference in which effects counter it (root-specific counters should not have any effect). However, I've never tested this myself.

If this is a 100% speed reduction the talent may be useful in PvE. The problem with rooting mobs is they typically start ganking all players in melee range. Frost nova anyone?
