Considering Naga are reptiles/fish, I'd say yes.
E: I am unaware of any reptile that has live young. If there is one, I'd like to hear about it.

In the goblin starter area you do
this quest
to pull a pied piper on naga hatchlings and you can see that they are in a nest with eggs being guarded by the adult naga females. So I'd say it's pretty certain that they are coming from eggs :)
