I'm finding blood tanking fine atm. I am one of two tanks in my guild at the moment along with my GM who is a warrior, we have about the same average gear and I am considered easier to heal.
I haven't looked at any guides or anything and I am flying through heroics as long as everyone else knows what they're doing. As long as your mastery is good so that blood shield can take a beating you should be fine along with a nice chunk of stam.
And as for aggro I hardly even notice it, just pop down a D&D, throw a couple of DoTs around and i'm sorted for the most part.

Looking at your build...you should have Scent of Blood @ 3/3
SoB should be 2/3. 3/3 is a marginal improvement and almost unnoticeable.
To OP: your gemming is weird. Your gemming to get some minor bonuses (IE 10 Parry) and ignoring the 30 Dodge on your helm. You're missing a few enchants.
My guess is that you are not using CDs often enough. Plus, it doesn't help that you're a NE.

Hmm link appears to be broken for me.
Protip: see how not all of it is highlighted yellow like the rest of the link? Try copying the remainder of the link onto it.

Thanks do you want an apple or cookie?
@Op
Feet enchant needs to have run speed. Missing belt buckle. Hands,Bracer,and Chest need to be enchanted. (Also missing 2 of your JC eyes)
Want happens in these runs? Healer drop, you die to quick, more info on the problem will be helpful.

And if you aren't wasting stacks, then it isn't "negligible", AKA decaying returns. It's a linear increase. If 3/3 is negligible from 2/3, then 2/3 is also negligible from 1/3, and we know that isn't true.
But I suppose the question is "Do you NEED 3/3", not "Is 3/3 viable" (what you said). And in my opinion, I feel a lot better with it. I never have maxed runic power with it, and the extra point is honestly not better spent elsewhere (the other talent choices are just mediocre once you get all the stuff from the blood tree (which is easy to do even before 80)). That's why I say get it.
They had this same argument with Feral DPS Druids in Wrath using Ferocious Bite at 4 points versus 5 points. As it turned out, going from 3 to 4 points was something like an 18% increase on the base damage with an extra 6% from AP (I don't recall exact numbers, but you get the idea) versus 4 to 5 points' 6% increase base and 4% AP bonus. This was then compared to the DPS gain of potentially not wasting an extra CP from Shred criticals (meaning the 4 point FB got better as your gear improved and your crit rose) and the easier timing on keeping Savage Roar running.
This same argument was done for Combat Rogues in TBC regarding Slice and Dice at 3 points to begin versus 5 and even for Eviscerate at 4 points versus 5 for much the same reason: the gain from 4 to 5 points was not nearly as strong as the gain from 3 to 4.
There are a few talents that follow this same pattern (i.e. non-linear gains) and Scent of Blood is one of them. 3/3 is not a strong option because the gain from 2 to 3 points is not as strong as the gain from 1 to 2. There are better places for that point.
