The Avatar was not Sargeras, merely a copy of him. The real one is still out there, possibly not realizing his 'ultimate' plan for the Guardian corruption failed.

Nope, the copy went into Agewynn, and was born in the body of Medivh, and when he died, the copy's essence went back into the Dark, heading for the original more then likely.

Most of these things we just don't know, I'm afraid. Sargeras could have delayed his return out of injury, or he could just be plotting. The only evidence we really have either way is this quote:
The expendible have perished... So be it! Now I shall succeed where Sargeras could not! I will bleed this wretched world and secure my place as the true master of the Burning Legion. The end has come! Let the unraveling of this world commence!
So either Sargeras is away and Kil'jaeden is referring to Sargeras' simple defeat to Aegwynn (which I think that Sargeras actually planned) and the War of the Ancients and he's trying to upstage Sargeras, or Sargeras was seriously injured and Kil'jaeden is taking the place of
de facto
leader of the Burning Legion. We just don't have the answers yet.
Oh, and Sargeras was sent back after Medivh was killed, not when his avatar was defeated. It doesn't make a big difference, but I'm just nit-picking.
