Which talent would give me more dps while tanking dungeons? My guild is farming heroics now, so our healers have no problem healing us and the dps
could
catch me if i slack. To reduce the time we spend clearing a heroic, I would like to maximize my threat (so that none of the dps are threat capped - - ever) and dps. Which talent would give me more threat & dps: the 3rd point in Judgements of the Pure or the 3rd point in Rule of Law?

As a tank you aren't casting so the casting haste doesn't help. And melee haste is of little help to a Paladin. Pull the points out of JotP, put one in Rule of Law the other in PoJ. I would also pull one point from Hallowed ground and put it in Divine Guardian if you're farming heroics in a group/raid setting.
But to answer you're question Rule of Law is better.

The 2 points in the Holy Tree are worthless for prot. Haste does nothing.
So thats going to give you 2 talent points. Now 1 point needs to go into Rule of Law to make it 3/3. The last point I would put into DG. 1 Point in PoJ doesn't help. and if your going to use + run speed enchant the don't use the talent.

good choices:
JotJ - less dmg taken in boss encounters
DG - situational ability
RoL - more aggro; useful on raids, in dungeons you don't need it
useful:
EG - situational (on pug)
GbtL - same
wrong:
IHoJ - do you have to interrupt so much? (pvp talent)
JotP - you gain too little benefit from haste (retri/holy talent)

Whats your proof that haste effects Prot Pallys. I would like to see this. Haste does nothing for prot. pally it effects no GCD unlike Ret and Holy spec pallys. This puts it at or near the very bottom for itemizing gear.
The 7% run speed is nice but PoJ is one of the talents that its all or nothing. And sadly I have seen alot of Prot. Pallys that don't take it.
The question here to ask is would you like to run from bad things 7% faster or 15% faster. Take into account the 3rd Boss in Stonecore when he does his Shatter ability. That extra % on run speed could make the differance in a tank being alive or dead (or very low in health).
Yes the +50 Mastery is nice thats what 30% of a point.

Faster melee swings. More seal damage, and more white damage.
Okay, like PK said, it isn't much, but it definitely does do something.

And sadly I have seen alot of Prot. Pallys that don't take it.And? Sadly I see a lot of tanks stacking Stamina out their ass. Doesn't mean it's right.

I don't think atomicwolf is refuting the talent as a whole -- Pull the points out of JotP, put one in Rule of Law the other in PoJ.
The comment was regarding this. The OP's spec idea had 2 points in JotP. 1 point in Rule would mean 1 point in PoJ. Atomic is just saying that if you're going to put any points in PoJ, you put both.

Why would you only want to put 1 point into Poj for 7% run speed and a 50% chance when you have a 100% chance for a holy power to generate and a 15% run speed which is equal to the + run speed enchant.
