Just use w/e has the most dps, for lvling it doesnt really matter alot. But if you want to know a slow MH weapon will do more dmg than a fast one will, for the same reason a rogue wants a slow weapon on their MH(Instant attacks do more dmg with a slow weapon).

A fast weapon will give you more rage from your white attacks.
Rage does still take into account weapon speed. The damage done is just no longer a factor.
A slow weapon will give you more damage from your special attacks that use weapons (rend, devastate).
The recommendation stands: as you are leveling, get the highest DPS weapon you can, regardless of speed. (And not a dagger, it's normalized for lower damage)

The dagger is slower, and has better damage range.
The no dagger rule is because daggers are usually to fast for fury.
In both those cases the weapons are to fast, since one is a dagger and the other is a caster mace, dps one handers would preferably be around 2.6 attack speed.
You would gain more rage per minute from a faster weapon, but your weapon based ability's and white swings would be weaker.

The no dagger rule is also because daggers are hit much harder by normalization than other weapons (their AP is multiplied by 1.7 instead of 2.4). Fury and Prot warriors should both avoid using daggers.
But of course these rules only hold when comparing items of similar level and quality. In this case the dagger is actually preferable.

So yeah, rage from weapon swings IS modified by weapon speed so that they average out to be the same, but is NOT modified by damage anymore.
So there's no reason to prefer a fast weapon.
