Spirit/hit> Int > haste > crit > Mastery

that should help :) Though the relic is debatable, I went for crafted but the one from DM is very nice also. so its really up to you what you want.
as for Mh/OH with the inc int nerf to the OH enchant, you may just want to go archeology farm the staff from dwarfs. :) Hope this helps!

Spellpower is worthless if your spells don't hit,
Aes Sedai ;)?

I think the reasoning behind curly's priority is because you can't reforge int into hit/spirit anyways, and int is a primary stat compared to spirit and hit being secondary.

Its because even with 0 hit/spirit you still have 83% chance to hit (if i remember correctly). Point for point from then on, int will increase your dps by more than hit. Remember, Int gives you spellpower and crit for throughput, and increased mana for longevity.
This is it's entirety. Int just IS that powerful for us. It is almost twice as powerful as hit/spirit at 0% hit rating.
