If you're Arms, your Charge has a 20 seconds cooldown because of the Juggernaut talent, so it's not counterproductive. And if you're not Arms, the stun from Charge doesn't share diminishing returns with other stuns (it's only the case if you're Arms specced) so it's not counterproductive either.

Have you not read the ptr patch notes?
To the OP, diminishing returns reset 15 seconds after the
end
of the last effect, so charging again as soon as it is off cd (at 15 seconds) is will still be within the 15 second dr timeframe. The glyph gives you more mobility, not more stun time.

To be honest I was speaking about the current state of things, not PTR; and yes I've missed in the patch notes that Juggernaut no longer increased the CD on Charge, sorry.
MMO Champion only lists the most recent changes and the patch notes on the official website are cleverly hidden so it's not my fault I swear

IMO, you should not be using any of those mentioned glyphs. I stick to Heroic Throw, Colasus smash and Sweeping Strikes. I do this So i can keep a constant 12% armor pen on the target and so I can Sweeping strikes during bladestorm.
