We've got a tank in our guild in full 346 + 4 epics that I refuse to run with. We have another tank with more 333s than epics (and a few 316s) who I actually have an easier time running with. Item level isn't the issue.

PvP gear might be better than what they would have otherwise brought, hence I don't see too much a problem. It's not as good as slightly lower ilevel PVE gear, but still better than walking in to a heroic in greens.
That would be true if people wore the gear they bought.
You can buy a cloth PvP belt for instance and just have it in your bags for the ilevel boost, then sell it back later when you get an actual item to wear.
I know because I did exactly that.

Gear doesn't really matter ... assuming you have some leveling blues from regular dungeons, and aren't all-green.
Usually the issue is the mechanics - of class and of instance.
People in top tank gear may have gotten it because they ran as healer and got off-spec gear. But knowing when to blow what cool downs is what matters. Same is true for reversed roles, or when a healer/tank tries to dps for the first time .... and finds it awkward how he's now the worst dps.
The grind to get gear is a huge turn-off for me. And it has nothing to do with performance.
Instead if they had keys requiring you clear an instance on regular 3 times before doing heroics, I'd be fine with that. Basically I like the BC approach of where you needed to get some rep from regulars before you jump to heroic.
They only a dded a few instances though, not like BC, so ... running same instance over and over would get boring.

That's a load of crap. 318 greens are better than PvP gear. PvP gear has no dodge or parry, and little mastery, so you end up tanking with stamina alone. If you think that is a good way to tank in cata, you should quit the game right now. It's less bad for Druids, since agility and crit are mitigation stats for them, but Druids in PvP gear are invariably cats who couldn't tank their way out of a paper bag.
Any sort of hard hitting trash or boss will stomp a tank in PvP gear flat. PvP geared tanks are the thing I hate most in all of cata as a healer.
Strength gives parry to all melee classes.

They may be lacking in avoidance, but most of the crafted Strength PvP stuff has very relevant threat stats, and a piece or two does have Mastery. No one's saying to go in completely decked out in PvP craftables, just that a PvP craftable here and there will be better than a low-end green.
