So here it goes.
Can anyone confirm, is there a possibility for rare quality items, such as
Elementium Guardian
proc the epic quality item (iLvl 359)
If not, who and why would spend 5 Illustrious Jewelcrafter's Tokens on a completely useless recipe? It's so easy to get some iLvl 346 tanking necklace... Oh please, someone tell me there is a chance it procs epic.
Thanks in advance.

Next time you should search better ))
There is at least 4 of them, that's if you are stre class - warrior, paladin or deathknight.
Carrier Wave Pendant
,
Darkhowl Amulet
,
Shard of Pirouetting Happiness
,
The Lustrous Eye
If you are a druid you may choose one of those necks with agility.
On topic: where is it written, that only <random enchantment> items can proc higher quality? In my opinion <random enchantment> tag means that you can craft an item, that will have one of those random elemental enchantments, you never know which stats there will be.

You like searches? Okay...there IS no epic quality version of that item.
The reason people would buy it is because the alternatives require heroic drops (first 2), Justice Points (next 1), or a seasonal event (last one). Or, tanks could buy it off the AH, and have a 346 piece without hitting a dungeon. This is useful for people to get to the 329 gear requirement if they otherwise have greens or lower-level blues.
