Don't reforge anything under ilvl 333, truthfully I didn't reforge until most of my gear was ilvl346. Then reforge anything with haste to hit first. Get precision enchant to gloves and bracers, and that should get you real close to the hit cap. I don't have to worry about the expertise cap because I am a dwarf with an axe :P.
