To put things into perspective, my Level 80 Patch 3.0.0 BiS-geared (that's mainly Tier 7) Death Knight pulls 4.5k DPS on a single dummy target. Keep in mind that he probably has (literally) 20% of your Priest's health. Actually, I've done ~4k DPS my self by Attonement Healing on certain fights that allow for periodic smite spam (outdpsing tank by a lot in Altairus through Atonement healing, for instance).
In other words, DPS is your main problem.
Your tanks also suck. Threat should not be a problem at all. Even in TBC, overaggroing the tank was hardly something to worry about (for the healing Priest). DPS, on the other hand...
Renew sucks... for Discipline without an extra tick and the mana reduction that 4.0.6 will bring. However, it's great for Holy. Just don't overheal with it (eg. Renew someone who's missing 8k health).
As aforementioned, use Greater Heal every two Serendipity stacks.
Don't be afraid to use Guardian Spirit in trash pulls or as a temporary alleviation to allow you to focus healing on others; this is a great habit for when you raid and literally save the entire raid or boss fight. So many Priests never use Guardian Spirit or Pain Suppression, which is a shame and really stupid.
Holy Priests... are probably the best AoE healing class at the moment (debatable with Holy Paladins when it comes to 10-mans). Just Chakra -> Prayer of Healing. Once 4.0.6 is out, Circle of Healing's newfound efficiency will warrant you to actually use it more. As of now, a glyph'd and Chakra'd PoH is the most efficient AND powerful AoE heal. However, only AoE heal when necessary; most bosses do predictable AoE damage, spam or reserve yourself appropriately.
Discipline really sucks when it comes to healing non-tanks until you're geared enough so that Greater Heal and Smite are better than Heal in terms of efficiency. However, Discipline requires that you be able to multi-task better than Holy: keeping in range of enemy for Atonement Smites, being mindful of Evangelism stacks, knowing when to use your three super cooldowns (PW: Barrier, Pain Suppression, and Archangel), feeling free to use them liberally, etc. It's more fun in my opinion (though I haven't tried raiding with it) as it's quite a bit more challenging.
In my 25s, there's always that one overhealing superhero who loves casting Sanctuary on every CD. You can only get one Sanctuary up per raid and, frankly, it's not worth it. Even though this guy severely outgears me, I can still beat him in the meters: both efficiency and having less overhealing. Sanctuary is just a mana burn at this moment; save it for the 10s (when you're the only Holy Priest) or for that one raider to continually cast. Actually, just using all your time to cast Prayer of Healing is probably a better use of time in almost any encounter.

FTFY. Any DPS worth his salt will pull 10k on a single-target boss fight in 329s. The measuring stick I use is Anraphet.
Pulling 10k in exactly 329 average gear is not that easy. At least not in 5mans which usually don't have all good damage buffs.
I think a more reasonable expectation is around 8k.
You have to keep in mind that the gains in crit / hit / haste you get from better gear are pretty much all eaten up by the higher amount of rating you need on lvl 85.

Did you log in your pvp gear or dps gear? Your sets even mixed up. I cann't believe you are going yo manage a heroic with 1400 spirit.
