If a DPS is dropping massive AoEs on packs before the tank is even in melee range, it's his fault when the pull goes south. Good tanking will make things go smoother, and build a better AoE threat buffer, but without cooperation from the entire group, you're fighting an uphill battle.
You are right, but to be sympathetic to DK's... When howling blast got changed to a single frost rune, it replaced Icy Touch on the bar. There was no longer a need for IT. I was in situations while my DK was frost where I held back with the Howling Blast, but that's a huge chunk of dps that is being voluntarily left out of a rotation.
Then of course, I went unholy because it's way more dps and total faceroll..

Actually, you don't have to convince them to do it proactively; but, they'll do it reactively when you stop taunting off them and they die a few times. Or, if they don't like it, they can sit in a 25-40 minute queue again.
I give each DPS 1 taunt per pull.
