Hmmm....may want to look into Adobe Illustrator.
My uncle is a graphic designer, and makes such things. I always see him conjuring up something on Illustrator. It's pretty expensive from what I'm told, though.

Why not use
Gimp
?
It's like Photoshop but it's free.
A little practice and you could definitely make a flyer, unless you are looking for a flyer template.
As for the 4x4 sign, I dunno if Gimp can help you there. If you want a sign made, you might have to pay the sign maker. (It is his job after all.)

Because of the time you could waste trying to save the money.
You know the goblin quote: Time is money, friend.
You have to draw the line somewhere. You could spend days looking for a way to make a sign on your own or you can hand fifty dollars to a professional (who has the tools to make sure that everything is aligned and such) and be well on your way with your business.

I would recommend InDesign if you're going to have a lot of text, or Illustrator if not. Doing your pagination in Photoshop/gimp/whatever is generally frowned upon, but chances are no one is going to care, if you want to try it yourself. None of those are freeware though (except GIMP), so if you're going for the legal option, I'd say pay the designer. We need to feed our kids ! :)
