Is there some sort of list somewhere or something to follow that explains exactly how a guild levels? I belong to 2 guilds one Alliance and another Horde. they are both roughly the same size but my horde guild has just reached level 8 while my Alliance guild still has yet to hit level 2. We have a decent number of active members and a good mix of higher level members (60-85) we do dungeon runs in 4 or 5 man teams everyone does a lot of questing and acheivements. and none of us can figure out why we're just not getting anywhere. It's been about a month since the Alliance Guild was created. I talked with my Horde GM and he said it took them about 3 days to level from 1 to 2. Do Horde guild just level faster? Or are we just missing something that we should be doing? I can't find anything solid anywhere.

Depends on the guild; the more quests, BGs, Instances, Raids, what have you the group does, the more Guild Exp you get, the faster your level goes up.

I guess. But it seems we do basically the same thing on both sides and the Horde guild is just flying through levels. We only have 2 more classic Dungeons to do on the Alliance side to get that full acheivement and like stated a lot of members are questing daily and hitting achievements. yet only 70% through level one seems a little off for the amount of time invested by more than half of the 75 member guild. (we're actually starting to loose members based on the fact that it's just not leveling like other guilds seem too)

Which is more active? You said the Horde was up longer then the Alliance one. It all depends on the players, there is no 'cheat' for this stuff.

heroic instances in guild groups will cap your daily xp pretty quick

Guild experience is not just earned by group activity, but grouping with guild members does increase the xp gain by quite a bit.
If the people online are
actively playing
by questing, doing dailies and battlegrounds, then the XP will increase. You can't just be standing around in Orgrimmar trolling trade chat.

From the latest hotfix (yesterday):
•Guild experience daily resets should no longer sometimes fail to occur.
So maybe your guild was one of the ones experiencing this? Can you view your daily limit through the guild interface tab? (There should be an experience bar showing how much experience has been earned and a cutoff that looks like rested experience.)
Other than that the only thing I could think of is that your Alliance guild is composed of lower level players and the Horde guild has a lot of 80+ ones running around doing quests, etc. I believe the guild experience gained is based on the amount of xp received from the quest, and since guild levels take quite a bit of xp to begin with, you might not be noticing much movement since lower level quests would reward less overall guild xp.
