Hovering over the debuff's icon will provide you with an explanation in the form of a tooltip. I generally try and dispel anything that's on the tank, unless I notice that it just tends to get re-applied immediately. Movement & attack speed debuffs are typically the ones that get applied quickly and are generally not worth dispelling simply because they'll get re-applied just as fast as you've dispelled it.
If you're using a unitframe addon such as Pitbull, X-Perl or Shadowed Unit Frames, you can set your debuff filter to only show the ones that you can dispel. Additionally, I should point out that Magic debuffs show up as icons with a blue border, while Diseases have a yellow border, so you should be able to instantly see what it is, and press the appropriate dispel/cure button. Take a couple of seconds to hover over the icon and read what it's effect is and then try and remember the icon for the future.
On boss fights, dispel anything you can—especially if it's on the tank. If it's something that landed on a DPS, let it remain on them for a little while until you see what it's effect is (if you don't have time to read the tooltip). If it's killing them, feel free to dispel/cure it. In time, you'll be able to remember what each magic effect is for each fight, but it takes trial and error.
