What's that warrior's armory? He could be much better geared than you overall. He could also be buffed.
But the main thing is really those 9 unenchanted items.
Look at the cost this way: If it's 346, it's the best you're going to get until you start raiding. What are the odds you'll be consistently raiding prot any time soon? Those enchants might well last a very long time.
Also, you have 0 stam trinkets. That's not a value judgment, but it is going to hurt your health.

Hmm one thing I see wrong with your gear is that you have a exp/hit gem. never use those for a tank. We don't gem hit.
Your professions are another big difference. You both have mining but he has Jc when you have herbilism. (If the toon link for the warrior is correct) That along is 121 stam difference. The warrior if correct is also a Tauren they have the +health racial. Even +5% adds up with the higher pools.
Really speaking there is not much of a difference. Sure you might be a little lower on stam then the other tank. But your avoidance stats are very close to the same as each others.
