There is no way to make it so that a macro uses one skill or another based on what buffs you have.
Most likely he either had a modifier, so that when
proced, he just pressed to modifier to make the macro fire
Shield Slam
.
or he just has something like:
/cast shield slam
/cast devastate
i think that would make him cast shield slam whenever it's of cooldown, and devastate any other time.
Since sword and board removes the cooldown on shield slam, it would cast shield slam whenever swoard and board procs.

Lag could actually cause it to work, occasionally.

Assuming the ENTIRETY of the set of TCP/IP packets representing the spell cast arrived at the server for the second cast before the first cast due to whatever routing issues, assuming each item in a macro isn't tagged with some sort of header indicating it's part of a larger sequence and what position in the sequence it is, and assuming the server doesn't have any other kind of mojo to prevent issues like this...
...yeah.

Like I said, occasionally
;)
I've been hearing from all different ways that somehow macros like the one posted work from time to time, I'm assuming due to lag.

It's possible he had a /castrandom macro before they nerfed that.

So what you're trying to say is, "Macros can't play the game for you." unless of course you smash your face on the macro fast enough to get lucky?
Well, define "play the game" then. Achieving something out of randomness and complete lack of skill isn't game-play for me.
