Ok shifting nerfs will affect every druid spec.
I might think feral druid will suffer this nerf the most as they have to stay in the enemy melee range to deal damage.
Did you miss the latest updates? The shifting nerf will only affect ferals, since Restoration gets a specialization bonus (aka you get it when you spec resto) that removes roots upon shifting, and shifting in and out of moonkin form will remove them as well.
So saying this nerf will affect ferals the most is herp derp.

Resto and Balance will be in a roughly similar position post-patch that they are pre-patch with Balance having a bit more survivability than before.
To cover a few of the changes-
Resto will be getting a new specialization so the shifting nerf will have no affect on them whereas Balance has to use Moonkin form to break free which could be a problem when trying to cover some ground where before they could shift between cat and travel forms. Feral is just SoL.
The Glyph of Entangling Roots nerf will make chasing someone down and stopping a pursuer a bit more difficult but won't cripple anyone.
Moonkin form now has increased survivability with the form granting a passive damage reduction from all sources rather than just armor.
Barkskin won't be dispelled but you're still screwed if silenced.
Soothe will be instant, sucks for Warriors and the like.
Basically Balance and Resto will be similar to where they are now but it's too much for Feral to have anything resembling respectable PvP representation so its damage output is going from DoTs that could be applied before the enemy can reach a safe distance and changing it to direct damage while making it even more difficult to maintain melee range than ever before. Along with the tree no longer having the same feel of mobility, the tree's only talent oriented CC defense will also be removed.
