Overall, no.
First, "critical block" would not have any affect in this case. Critical Blocks are a subset of all Blocks, where Critical Blocks will block double the damage.
The only way blocking would reduce the chance to be crit would be by pushing crits off the combat table. This would only occur if you got your avoidance and block up to a combined 100%, which is currently impossible. If it were possible, you would need to be in full PvE tanking gear, in which case Critical Hits would be the least of your worries. You wouldn't have any resilience.
tldr; don't look to block to combat critical strikes in PvP

I think we worked out a time ago - PvP uses a dual hit table - a player will either hit / crit, and the miss / dodge / parry / block is worked out on a separate roll. Thus, it is possible to block a critical strike and likewise, it's possible to crit someone who is block-capped.
And it's not impossible at the moment, with hefty reforging, btw. Blademeld produced a Paladin with over 102.4% miss/avoid/block by stacking PvE tanking gear and some DPS gear, reforged and gemmed for Mastery. I'm fairly certain that a Warrior could do the same.

Paladins get 2.25% block per mastery, warriors only get 1.5%. I'm in full raid epics and full mastery/avoidance, currently with 24.47 mastery. This gives me an additional 36.7% block (57.16% overall block; 36.7 from mastery, 20% base, and 0.46 from shield enchant). This same amount of mastery on a paladin would be 75.5% (55.05 + 20 + 0.46), which would get them to 100% along with the 13.5% dodge and 14.4% parry that I have from gear.
So yes a Paladin can get there pretty easily. A warrior can't get there yet. Maybe with heroic epics, I cba to pull all the items right now.
