Also, try to keep in mind for that example duel, prot pallies have rediculous amounts of effective health.
The spec gives them near unlimited mana, I believe the early seal gives you mana and health back for hits and judge, Flash heal isnt hard to rack off, and he can just whack you with HoR for Glory Word charges. Which ignores the free heal LoH.
As a frost mage you are going to either have to rely on heavy crits, or keeping the opponent from taking action. Just because they can't take a step doesn't mean they can't take an action. I believe thats the key.
And Ice Lance is fair in terms of damage, especially considering it can be dangerous to sit around and cast any more "standard" spell.
And don't forget about Cold Snap. I know I do... a lot.

How to beat a prot paladin:
Mage Armor.
Tell pet to stand short distance away from you (so if paladin opens with Avenger Shield, only you get silenced/interrupted)
Open with sheep. If you get shield interrupted, pet nova and kite away until school lock fades, then sheep.
Spellsteal all buffs.
Icy Veins, Mirror Image, Flame Orb. Cast frostbolt, and shatter combo if you can. Use your second FoF charge to Deep Freeze. Ice lance 3 times.
Either spam ice lance until he's dead, or fakecast a frostbolt to bait a shield, then spam bolts.
The wonderful thing about paladins is that you get to pump damage into him from long range and there's literally nothing they can do to stop it short from standing behind a pillar (even then there are many ways to kill them). If he trinkets at any point, put him right back into a sheep, and spellsteal him clean then start a burst rotation from distance. If he bubbles at any point, you can kite away or go invis (not really necessary), then sheep him and spellsteal him clean, then start over.
If he's not dead after the first deep freeze, you're basically stalling time for 30 seconds while Deep Freeze comes off CD again. For sure he's dead after that, provided you kite well enough. Paladins can't generate Holy Power well if they aren't hitting you.
Spellsteal hand of freedom, but this should be very obvious.

Also, your damage output is entirely relegated to burst windows. You're not doing a lot of damage probably because you're not taking advantage of burst windows effectively. You need to figure out your own methods of dropping nukes, and then while the abilities necessary to make these nukes possible come off CD, you kite.
DF is an obvious burst window, so is your pet freeze (shatter combo+an extra crit ice lance, or if you time it right, shatter combo +2 crit ice lances).
The less obvious ones are where you create your own burst windows by fishing for FoF procs via FFOrb, CoC on multiple enemies, and Frostbolt spam.
