Might have had buffs on your during the tests on the dummies, or possibly you got lucky with LnL procs. How long did you do the tests? If they weren't for at least 5 minutes then just blame it on RNG. You don't just lose 1.5k dps (at least last I checked).
Other than that I have no idea. Test moar.

Stop worrying so much about stats. They will not make any kind of significant difference in your dps.

It' a bit older and with spell queueing the latency cast stuff isn't really necessary anymore but it stil doesn't do any harm.
Gear is way overrated.

Get the agility enchant on your cloak. Get rid of your Steady Shot Glyph in favor of Arcane Shot or Serpent Sting (depending on the fight). Reforge 200 haste off your gear.
And yes, if your DPS is suffering that badly (you should be significantly higher than 13-14k on Argaloth even without a heroism), you need to work on your priority system and focus management.
