I believe (Read: No hard proof) Blackout and similar spells will first check whether or not you are a valid target to split the damage with.
If yes, then it will calculate the damage you'll take by taking into account all Resistance and Immunity.
Ice Block
should
be safe to be used for Blackout and similar spells. (Again, salt and pepper)

I am with Archibolt on this one and am not entirely sure. There are some certain debuff mechanics that actually trigger if you pop Iceblock, so it really depends on the spell and if anyone has tested it.
However, in retrospect I think Iceblocking blackout is a terrible idea. Getting 10 (hell even 25) people stacked together with clear warning (which there is) is probably the most simple raid mechanic in the game. The cooldown timer difference between Blackout and Devouring Flames is spread out far enough where everyone should be able to stack for Blackout.
I think your Iceblock could be used much better in the fight for something else instead, like clearing Engulfing Magic or avoiding Deep Breath if necessary. I try to use it only as an "oh sh*t" button instead of for certain mechanics.

I can confirm that ice block negates damage dealt by sleet storm and blackout. You just have to be careful if you ice block out of blackout. When blackout is dispelled, it does ~300,000 damage that is split between nearby raid members when it is dispelled. So when you do get blackout, get AWAY from your raid group and use ice block, that way no one takes damage from it. Just make sure whoever's in charge of dispelling blackout knows what you're doing so they don't wet themselves.

Save your Iceblock for an unlucky Engulfing Magic/Twilight Meteorite combo, since that's the only time you're in danger of dying.
