Finished Heroics/ Starting Raids Prot Spec

I've been rocking Heroics pretty easily, but now I'm starting raids and I've been noticing a lot of Misses on my part. There are some occasions where I can't hold sufficient threat and at least 1 person always dies per pull. It's kinda embarrassing. I've been trying to weigh in my stats and choose a balance between Hit, Expertise, Dodge, Parry, and Mastery. I don't know where to even start, I've already reforged everything I could spare, but it's just not adding up. I don't want to really sacrifice what I currently have, so maybe there is a middle ground. Need Advice :)

I think you should hit and expertise cap then threat will be easy. If I were you I would reforge all my dodge into hit or expertise. You may say why dodge not parry, because of the hold the line talent affected by parry so parry is important then dodge.

At least one person dies per boss pull because of pulling agro? There are two solutions. Employ Misdirects and TotT at the beginning of the fight, and tell your DPS to stop being stupid.
Tanks wasting itemization on Hit and Expertise is not worth the hit to their survivability, especially when "the problem" can be solved with MDs or DPS holding on for like three GCDs.
Weapon enchants are so terrible right now, might want to go for something like Avalanche instead of Mending. Mending is so pitiful if you go back and look at it after a fight. Avalanche's AoE damage is helpful on trash as well as fights like ODS, Maloriak, Nef, Halfus, and Four Winds Council.
Spec; Dump Blood Craze and move those to Cruelty instead. Shield Slam is a huge part of your damage and threat so you should buff it where you can. In prot tree you only have 1/2 Heavy Repercussions. I'd steal a point from somewhere else, likely candidates are Gag Order, Shield Spec, and Deep Wounds.
Pyrium Shield Spike is pretty bad; again, look at the damage it does and it is very poor. Pick up the blocking enchant instead.
Get the tanking belt crafted. It should be very cheap by now and it is perfectly itemized. And it gets a socket come the next patch.
Dodge enchant to bracer is superior to the stamina enchant. Stamina is not nearly as important is maximizing avoidance. Your gems are decent, but all yellows and prismatics should be +Mastery, all reds should be Parry/Mastery, and all blues should be Mastery/Stamina.
If an item does not have Mastery on it, make sure you are reforging to mastery. Any items with Hit or Expertise you should reforge to an avoidance stat.

during my lunch break I tweaked some but not all of my enchants and gems. Check me out now, still need more Mastery. The +5% block, is that in practice or a value I can see? I added that new gem and it didn't increase my block %, still has the same number.
Also I'm in the process of increasing my Blacksmithing and Mining since I will be able to add an extra slot to my gloves and bracers which is fantastic. The extra stamina from mining doesn't hurt either.
I'm taking into consideration your advice on the gems, so I'll be tweakin that as I go along. I heard that it's important to keep both Parry and Dodge pretty balanced and near equal to avoid diminishing returns.
I also tweaked my reforged items, getting rid of hit and expertise in place of dodge mostly to bring it in par with Parry.
That shield enchant gave me .45% extra block... you think .45% is worth losing Pyrium Shield Spike?
besides the Gems, anything else I might consider? I have not
re-speced yet, so I'll try to mirror your spec closely since your right, I should be able to hold excellent threat on single targets. I'm looking into Cruelty, Incite. I actually never used Vigilance before but my Buddy Tank in the guild mentioned using Vigilance on a 2nd tank. I was thinking...usually thats not alot of fights and I'll lose that point which I could use for something else. Everything else looks good.

i didn't see what you looked like before, but your gear's on the right path now. finish up gemming per what porcell recommended (although your gems are decent), and consider another mastery trinket (TB one is nice). also keep the stam ones for using when the fight dictates it. you can also reforge a bunch of dodge on the crab to mastery.
balancing avoidance is good, but parry is slight more valuable due to HtL. i value that over keeping them perfectly even.
yes, your blocking enchant is far better than the spike. and definitely get your profs up! mining takes what, an hour?
definitely respec for 2/2 cruelty and 2/2 heavy rep. vigilance is a waste, but i personally have incite and IV maxed. incite is straight up theat, and i've certainly found IV helpful at the end of fights. this talent depends a lot on your raid and your healers.
if you're looking for points, shield spec is very optional for raids, as is gag order. vigilance is crap.

179.28 Mastery Rating = 1 Mastery Skill = 1.5% chance to block. So the 0.46% chance to block is worth roughly 0.307 Mastery Skill which is 55 Mastery Rating.
So consider the shield enchant to be worth like 50 mastery rating. That's a pretty good enchant.

Are you also reforging items that have dodge/parry on them to have mastery? And I assume if you are, you'd be reforging whichever is higher on that piece of gear?
Yes. There are four types of items you should be using as a tank:
Mastery / Avoidance : Don't reforge.
Mastery / Threat : Reforge the threat stat into Dodge
Avoidance / Avoidance : Reforge the higher rating into Mastery; if equal, reforge the Parry into Mastery.
Avoidance / Threat : Reforge the threat stat into Mastery
The reason I said to reforge threat into dodge and to reforge parry into mastery is because you should innately have much more parry than you do dodge, due to the 25% strength = parry rating. Reforging away from parry and into dodge in those two item instances above will help to even out your avoidance.
Your parry should be equal to approximately 1.3% more than your dodge%, when looking at the character sheet, in order to minimize the effects of diminishing returns and maximize your avoidance per rating. Of course, if for some reason you have a ton of dodge on your gear already, then Mastery/Threat and Avoidance/Avoidance you can go for parry instead. Just try to keep that 1.3% difference between parry and dodge.
