I use flametounge at all times for my fire totem.
For water i always keep out healing stream with glyph and only lay down something else if I need to use mana tide then healing stream is right back out.
For earth... Stoneskin is usually my totem of choice unless a pally is using Dev aura. Strength of earth has same buff as a warrior's battle shout and dk's horn of winter, and if you have both I usually just lay down stoneskin.
For air... Windfury effect also comes from frost dks and SV hunters and Wrath of air effect also comes from shadow priest and balance druid. If you have neither, just check which dps you have more of, casters or melee.
I think that's it off the top of my head, if I missed any I probably won't come back; I don't want to feel stupid.

I use flametounge at all times for my fire totem.
Depends on your spec, I think, on my Shammy I usually use Searing Totem as my fire totem. Switch to magma for AoE situations, and will often Get Fire Elemental during boss fights. But being elemental means that all of my fire totems have the effect of a flametongue totem.
I usually putout mana spring for water, as the healing from Healing Stream if your not resto is pretty inconsequential most of the time, and the healer wil probably be able to do more healing with the mana from mana stream than the healing totem would do.
I switch between Stoneskin & Strength of Earth depending on who I'm with. Strength of Earth to replace a warrior, DK, or hunter with cat/spirit beast. Stoneskin to replace a pally. Stoneclaw isn't a bad get-out-of-trouble totem when you're soloing, but having it fight with a tank for aggro makes it undesirable in groups, in my experience. Generally if the both the effects are covered (rare) I just don't drop an earth totem to save mana.
Air... I still haven't figured out. I generally start with Wrath of Air as it's most beneficial to me, and watch during the first fight. If I don't get the buff from it, I switch to Windfury. If I don't get THAT in the second fight I set it as a Grounding totem and proclaim "I AM HELPING!"

Meldoran has it down pretty good. Frejan needs to read the OP again, he's
restoration.
You only have two totems that you have to switch out depending on the group comp, earth and wind. Use SoE if the buff isn't present, else use Stoneskin. If a 10% haste buff isn't present and it's mostly non casters, use WF totem. Else use Wrath of Air.
You can glyph stoneclaw for raids if you know you'll always have a SoE buff up from someone, but in a 5 man you're better off supporting your group with SoE or Stoneskin.

Just to nitpick, Tremor is now a 6-sec totem with a 1 min CD, so it's more of an emergency CD rather than being in a standard totem drop set.
Ah yep this is true. Tremor now reactive rather than preemptive.

If you're having a hard time remembering these buffs, I highly suggest getting the addon
Totem Timers
It'll show a number of how many people are
not
getting your totem aura/buff, which, pretty much means there's already an identical or greater buff, or that your party/raid are obviously out of range.

I think you are devaluing Healing Stream too much. I just finished a 10 man raid in BWD and Healing Stream was ~15% of my overall healing. In heavy AoE healing fights it is a silent savior.

if theres no DK, use strength of earth, if there is, use stoneskin, if there is a DK (who actually keeps the buff up)
If im grouped with a DK and a paladin, i ask the paladin to use a different aura (retri aura is nice)
healing stream is clearly more useful as gondorath mentioned, unless theres mana issues. i prefer healing steam over mana spring - however, usually after i need mana tide down in a raid, i cast mana spring (unless we got might buff) to maintain mana
as for air i usually use whichever we have most of (since we dont have frost Dks in my guild) if we got most phsyical dmg i use windfury, else the wrath of air. i never ever used the tranquil mind.
fire totems, as resto i only use flametongue... fire totems are crappy ;<

imo healing stream totem is almost like a hot for a shaman. Except it's better than a hot cause it does everyone and you only have to drop it the once usually.
