So, this morning I ran HoO on my DK, first dungeon I've been in on my DK in a few weeks. (Been working on alts) and while I topped recount for the dungeon at 7.8k (though that's a bit padded, the group as a whole was sufficiently over-geared that they didn't bother with CC, so I used Howling Blast instead of Icy Touch, should probably be around 6.8k) I had several long stretches during fights where I was just sitting there, staring at my action bar waiting for something to come off cooldown.
My regular attack pattern is Outbreak(boss)/HB or IT(trash) -> Blood Strike x2 -> Obliterate x2 -> frost strike till I run out of runic power.
And before something would be off cooldown by the time I got through my frost strikes, or I'd have a free HB/IT from the obliterates, and that will get me enough RP to throw down another frost strike, that has a good chance of knocking something else off cooldown.
That wasn't happening. I'd finish my frost strikes and nothing would be ready to use, I'd often have 3 or 4 seconds left before I could do anything. If it had been one fight I would have dismissed it as random numbers being random, but it was the entire dungeon. Start to finish.
am I doing it wrong? My gear's been swinging away from haste towards crit with some of the stuff I've gotten, but is that going to make that big of a difference? Is there somethign else I'm not seeing or not doing? Or is this just how Frost DKs are now and I should get used to feeling useless for 5 or 6 second stretches?

Odd, I was expecting a more meaningful response than a link to an article that tells me to do what I think I'm doing already, when I ask if what I'm doing already should be behaving the way it is or not.

I understand that, and as far as I can tell I'm doing that. The thing is I was expecting to be hitting buttons all the time, Or at most have a second or two of cooldown beyond GCD between mashings. I'm finding myself staring at 4 or 5 second cooldowns in the middle of a fight though. I don't know if that's an indication that there's something I'm not understanding right about the priority and doing wrong without realizing it, or if it's something to be expected with the current DK build and I should just get used to it.

5 or 6 second stretches doing nothing are somewhat rare for Frost DW. I hope you are DPSing in Frost Presence, but more importantly, there's almost always something you can do.
For instance, Blood Tap, then HB/PoF/etc. or Horn. Pop Ghoul. Take the time to Strangulate or Grip in a faraway caster that the tank may not be hitting, etc. The article Brokle links specifically mentions this. If you have downtime on runes being up, do something else to generate new resources.
I do remember reading something somewhere about not prioritizing dumping RP to 0 while your first set of runes for Oblit. were ready (i.e. you're waiting on your second rune set for Oblit.) because it causes a GCD conflict down the line, but I don't remember where I read that at. I would probably check Consider's blog to see if he touches on the topic.

I hope you are DPSing in Frost Presence,
Most of the time, though I do have a bad habit of going unholy for the speed buff to catch up to the party and forgetting to switch back...
For instance, Blood Tap, then HB/PoF/etc. or Horn. The article Brokle links specifically mentions this. If you have downtime on runes being up, do something else to generate new resources.
The only thing I hadn't thought of was the Howling Blast to make Runic Power bit. And to be honest it took me until you said that to realize why Horn of Winter was even there, so that might be the keystone for what I'm missing in my rotation. (curses, I'm gonna need more hotkeys... and fingers...)
