Think if you PvP as Frost, you actually wanna hit 33-34% crit as a prio (after hit/pene caps) as it will make your IL always crit vs frozen targets.

The stats pretty much follow the same formula in PvP as in a PvE environment with a few changes.
Always gem for int unless there is a nice socket bonus (ei. Crit, Sp, more Int). Then you mix it up with Int/Crit, Int/Hit, Int/Spell Pen (Not sure if this exists yet)
Enchant and pick up pieces of gear that can satisfy the spell penetration cap.
Hit cap afterwards of 4%.
Crit up to 33% as frost after that.
So for primary stats: Int is supreme.
For secondary stats: Spell Pen > Hit > Crit > Haste ~ Mastery > Resilience

Corrections:
4% hit cap.
Always put a +40 crit in yellow slots, every other slot, put +20 int / +20 crit gems (Potent) until 33%.
