It's a bad idea since the CD is so weak and Nef's AoE hits for 100k per person. It won't even protect you for the full amount, much less 20 other people. Take your AP, double it and add 10k. Should be roughly 35-40k damage or so in a 25 man, less than half the damage it does to a single target. Split over 8 or 20 other people and you see that the damage it absorbs is pretty negligible.
That said, it would be slightly stronger in 10 man, but not by much.
In fact, since the AoE hits everyone simultaneously, you can't even exploit the delayed absorb mechanic that gets used in Arenas with it sometimes.

I would say it all depends on your raid set up. We just downed Nef a few days ago and AMZ did help out our 10man raid. If you guys don't have the dps to push him into different phases, I would not suggest to spec into this and keep a spec to give you the most dmg output. I found myself only using AMZ twice in this fight. First one was during phase two when you get on the pillar. When Nef gets to 70%, I would pop it and save the people from my pillar any extra dmg and help our healer conserve some mana. Once we get into phase 3....it all depends on the situations. Sometimes our tanks died because Nef would cast Electrocute and our tanks would be low from cleaves or whatever. So I would get close to the tank (without getting cleaved myself) and pop it once the CD was back up and it helped out the healers that were on the tank that was on Nef. Same thing goes if you have healers or Melee who are low and an Electrocute is about to go off, just pop it and it might prevent a wipe, since other then that....no dps or healer should be taking any other dmg.
