You'll have to wait and see when the servers go live.

yes there was a change if you don't have it you have a easier time geting it. If you do have it you don't get any changes.

I participated in a Tol Barad yesterday when I got home from work.
While a single observation isn't the best data to base an opinion on, I think the buff to the attacker's capture speed is going to turn out to be
way
too much. We literally won TB in three minutes yesterday - and it really wasn't even a challenge.
As soon as we zoned in, people were shouting in General to split up and rush to WV and Slags. We did so, and had them 'flipping' within about a minute. Then the call came out to leave ~4 at both nodes, and for everyone else to rush to ICG.
We did so, and found the majority of their force there - but it was already too late. Both raids popped all cooldowns, including Bloodlust/Time warp, and killed enough of them to start flipping ICG; that whole process (from the rush to ICG, to attacking, to flipping) took about another 2 minutes, and the battle was over.
It's possible they could have beaten us if they'd realized the strategy quickly enough - they'd only have had to zerg about half of their ICG force to one of the other nodes to retake it, probably - but I'm afraid (from the perspective of someone who likes some challenge in PvP) that this strategy will be the norm, and TB will just become a constant trade-off.

Slight tinkering is not going to fix Tol Barad, only a major reworking. The design is simply a failed concept. As bad as Wintergrasp was at times, there was one clear defined goal: taking the VoA room. Sure, there were 2000 ways to do it, but at least that was everyone's ultimate goal. With TB, the goal is too broad. Imagine if you needed to take the VoA room AND all the workshops in order to win WG!
With even numbers, any half way decent group can defend TB 90% of the time. I don't know what the dev's were thinking when they designed TB. No other BG they have made requires one side to own everything to win. I think they were so worried about making a BG that the offense couldn't zerg, that they simply never thought about the fact that the defense could circle zerg.

I think that the Tol Barad design could be salvaged, but in order to do so, they'd have to make the towers
far
more important to the defenders. As it is right now, defenders can ignore the towers completely; it leads to a drawn-out battle, but ultimately that just means the defense zerg goes on for a longer period of time.
Really, the only time you see people defending towers, you'll see people yelling at them to "GTFO the towers noobs!"
If the defenders saw the towers as a resource they
had
to defend, or face a defeat far more easily, then it would break the defense zerg mentality to an extent. I had thought, originally, that Blizz's plans included a buff to attackers from destroying the towers, but instead they went with the increased capture speed for controlling nodes - which really only gives an advantage to attackers if they literally blast out of the gate and win the battle in the first couple of minutes.
