So, with 4.0.6 finally released, the fellas over at Elitistjerks have put down a new spreadsheet for the retribution paladin, ergo, the most important stats for us Retribution paladins.
For all the information, please visit:
http://elitistjerks.com/f76/t110342-retribution_concordance_-_4_0_6_compliant/------------------------------------
Strength 232
Hit rating 175
Exp rating 134
Crit rating 94
Haste rating 67
Mastery rating 99
-------------------------------------
This means the following: Str > Hit/Exp > Mastery > Crit > Haste.
So when you are over the hit and expertise cap, you should be focusing on Mastery.
Generic BiS-prehardmode-list. (Composed by Ronark @ Elitistjerks)

The above assumes that you utilize the Seal of Truth Prime glyph. The setup totals to 8.11% Hit Rating and 6.56% Expertise when SoT is active. Because of the change in Secondary stats, a Skillful Ember Topaz should be used in yellow slots which will activate a bonus of at least 20 Strength-- In this case, only the Helm."
You might ask; why Fury of Angerforge? - Well, since we can basically use it whenever we want too, it becomes powerful with the combination of Avenging Wrath / Guardian of Ancient Kings, however, if you cannot afford Fury of Angerforge, you can use:
Heart of Rage - this will require some reforging, but I have in faith in you.
The ideal situation is; 3 HP Inquisition, Guardian of Ancient Kings, let it stack to roughly 20, Bloodlust, Avenging Wrath, Zealotry, Fury of Angerforge and just follow the basic rotation.
(Don't know what the rotation is? -

Now you might ask, Avenging Wrath and Zealotry at the same time?
Yup, that is how we should do it; I quote the theorycrafters at Elitistjerks
"Maximum benefit appears derived by using AW and Zealotry together. The HoW and any Exo procs 'lose' some TV over the course of the buffs, but the overall damage is superior from the combination."
If you want to do some calculations, here comes the numbers. - Huge thanks goes to Exemplar for providing the numbers, I suggest you actually visits his thread over at Elitistjerks for all the information you need to know.
Base damage and Coefficients at L85"
Autoattack((AP/14) * Weaponspeed) + Weapon damage
Crusader Strike(((AP/14) * 3.3 ) + Weapon damage) * 115%
Templar's Verdict(((AP/14) * Weaponspeed) + Weapon damage) * 235%
Seal of RighteousnessSeal: Weaponspeed + 1.1% AP + 2.2% SP. Cannot crit.
Judgement: 1 + 20% AP + 32% SP.
Seal of TruthSeal: (((AP/14) * Weaponspeed) + Weapon damage) * 15%
Censure: (1.92% AP + 1% SP) per stack. At 5 stacks (9.6% AP + 5% SP). Ticks every 3 seconds, reduced by haste. Censure is now applied by most of our attacks, this leads to far more rapid stacking and for easier target swapping.
Judgement: (1 + 14.21% AP + 22.29% SP) * (100% + (10% * Censure Stacks)). At 5 stacks this is (1.5 + 21.315% AP + 33.435% SP).
ExorcismBase Damage: average 2741 (exact range yet to be tested extensively and calculated)
Coefficient: 34% of the higher of AP or SP
Holy WrathBase Damage: 2402
Coefficient: 61% SP
Calculated as: (2402 + 61% SP) / # targets
Hammer of WrathBase Damage: average 4015 (exact range yet to be tested extensively and calculated)
Coefficient: 50% AP + 15% SP
ConsecrationBase damage: 810
Coefficient: 26% AP + 26% SP
Calculated as: (810+ 26% AP + 26% SP) / 10. Dealt every second for 10 seconds (12 seconds with Glyph).
Mastery DamageThis adds an additional 16.8% + 2.1% per Mastery (value / rating) damage of Crusader Strike, Divine Storm, and Templar's Verdict as Holy Damage.
The original attack (CS, DS, or TV) is calculated, modified by de/buffs and armour. Mastery then takes the appropriate % of this damage and applies that as a flat value. The Mastery cannot Crit - if the base attack Crit then you are taking 17+% of the Crit, so the increase is already factored. The only de/buff which impacts Mastery is Inquisition. This prevents Mastery damage from double-dipping on any de/buffs."
If you feel something is left out, please throw me a whisper, mail / post, whatever, kinda busy, but I thought I would throw this in for those in need.
Chimeling out.
