Hit cap is your priority. Once you've reached that you can go for agility and other stats- at least that's my understanding.
Agility is worth almost twice as much as hit rating until the spell cap. There's always reforging for maintaining caps (which again sounds almost as bad as what you wrote as it also implies that caps are requirements, which they aren't).

Agi gives more dps per point than hit, even if before the cap.
So you would go for agi no matter what, but the thing is that agi is always on an item together with the other stats.

Please correct me if I'm wrong, but for raids it is most certainly useful to be at the hitcap, is it not? I'm not trying to undermine your knowledge, I'm genuinely just asking (as was written in
my
original post) because that was my understanding of stat priorities.
EDIT: Sorry, by hit cap I mean yellow hit cap. I'm aware that spell hit cap is also a factor if you're assassination.
All rogue armor/weapons have agility on them. The fact that he's comparing items with different amount of agility means those items have different item levels. His question is basically "is it worth it to switch from a blue that has hit, to an epic without hit?" The answer is almost always positive, barring some exceptional outliers where the epic has horrendous stats like crit and/or expertise and zero sockets, while the blue has optimal stats and two sockets.
When you get an upgrade that lacks hit, you can always reforge some sub-optimal stat to fill up the gap. You do that because it provides the most DPS, not because you have a cap to maintain. Striving to maintain a cap for the sole purpose of maintaining a cap (thinking that once you are at the cap you suddenly do gosu DPS) is wrong, dumb, and leads to things like gemming pure hit gems and passing upgrades because they lack the stat you like most.
People say "stack hit until the cap then stack agi", because it's the most simple way to put it. I'm advocating a more intelligent way of putting it, one that is a bit less prone to misuse.

EP comparison exists for a reason, Pahze. Yellow hit, spell hit and melee hit all have an EP value assigned when calculating their usefulness.

There are no "magic" caps that need to be met. These magic rules are deducted from the EP values comparison of relative stats.
Example: if someone says "you need to be Expertise capped for Combat", then that possibly means that EP of Expertise is higher than Hit/Haste/Crit/Mastery until you get to the point where Expertise's EP value reaches 0 (soft cap).

the fact we tend to reforge to spell hit cap is due only to it being the best stat we can afford through reforging.
the fact is that we want to reforge the stats which provides the worse bonus to the ones that provides the better one.
if agility was an option, we would reforge all to it.
if there was no colour-matching gem bonus, we would go straight for agility.
since it's not the case, we need to calculate everytime which combo of stats is better for our toon.
