Right now both of them are good. Herbs are selling for higher prices per stack on most servers, but ore is selling in higher quantities. So there's not a clear answer here as it's a matter of supply and demand as always, and values differ across servers.
I would take your available professions into account. If this is the only character you have then Mining has the added benefit of providing access to more volatiles that you'll use in your tailoring. If you have a toon with Alchemy, Jewelcrafting, or Blacksmithing, then Mining has more potential.
If you have an Alchemist or Inscription alt, then herbs go up in personal value for you.
If this is the only toon you have with professions worth noting, then go with herbalism.

I'd go with herb for a priest with tailoring. Both are good money makers and both have similar longevity as an xpac ages. I would pick herb for YOU because while you only really get volatile life (whereas mining you will get fire, earth, sometimes water and sometimes air) you get it in MUCH higher quantities so you'll be able to make your dreamcloth easier and because the haste provided by herb is probably more beneficial than stam from mining (unless you primarily PvP) and a mana free self heal uthat you can use in shadowform is always nice. Also, having mats for your flasks/potions/glyphs is imo better than having a bunch of metal to sell to get what you want...but you can still just sell flowers if you don't need anything from them for yourself.
