That sounds like a hardware thing. You would probably need a keyboard that allowed you to override that shift-overriding-num-lock behavior.

It's a simple keyboard layout.
Every keyboard have the shift modifier for the numpad as standard modifier to activate the secondary functions (arrows and so on).
If your keyboard supports it, and has a decent configuration software, you should be able to disable this thing (which is on by default), otherwise you cannot use shift as a modifier for numpad buttons.
