By chance did you say want the dps min. would be? If not then they should have had a shot at the drop.
Nothing wrong with you you most pull this dps to get loot rule. But you have to set a number. I have seen many groups for OS 3D Zerg spamned in the trade chat with ether must pull 7k dps in chat. Or once in group you were informed that if you wanted to roll on dragon mount you need to pull 7k+. This generally lead to good pugs.

Did you say "people under 10k dps don't get loot"? Or did you just say "if your dps is too low, I won't give you loot"? Because it probably makes a difference to the GMs.

Not necessarily wrong, but you probably should have been a little more clear on the DPS requirement. Without an established minimum stated at the beginning anyone could look at the DPS chart and make up something to favor themselves at the last minute, or at least it could be perceived as such which is probably what happened.
Of course if it were me I personally wouldn't have rewarded someone sub 10k especially given how he kind of put his own foot in his mouth.

Only within reason. If you take that stance literally I could go into a raid naked and stand in the far corner for the entire encounter, but I should still have just as much a right to roll on loot when the boss is dead. That's just silly.
When you invite someone to a raid that you don't know you're giving them the benefit of the doubt that they're going to perform their required role and to do it well. It doesn't matter if it's a DPS, a tank, or a healer, if they're ill-prepared or underskilled it makes everyone else work harder to pick up the slack and I don't see how that's in any way fair. Unfortunately you can't measure skill beforehand (though I suppose you can do strict gear checks to see how prepared they are as well as require food and flasks), but that comes right back around to clearly announcing loot rules before you even start.

Gm cant do anything by their rules. You stated that if you deemed his dps too low he wouldnt get loot, and you stuck to those loot rules, so you arent breaking ToS. Not sticking to loot conditions is considered scamming, but unfair or nonexistant loot conditions is merely the fault of the players to agree to them.
Gm can still ban you or whatever, they dont always abide their own ToS to the limit.

They can call you a ninja, but GMs can't do anything.
A summary of what a GM told me in an email. Even if there was rules, if someone has Loot Master they can take everything. By staying in the group you allow it to happen.
And from what I've seen, GM's have never returned loot from people who ninja.

GMs enforce defined rules, stated in Raid Chat before loot drops. GMs tend to fall back to "Loot Master's rules" if there weren't defined rules. My example of defined rules is:
/rw >> Loot Rules <<
/ra Main Set > Off Set
/ra Two drop limit plus a token for Main Set. No limit for Off Set.
/ra Main Set is what you are performing for this raid.
/ra If you are at the loot limit, you can only win if no one below the limit rolls Main.
You could also enforce a DPS floor, but you need to specify a hard cutoff. I don't like DPS floors because I don't like measuring a player by DPS. As far as I'm concerned, if the boss died and player didn't from Stupidity, he deserves a fair shot at the loot.

You can't get in trouble for ninjaing loot, just last week I was doing scholo on my at the time 50 prot warrior, the green tower drops, (low level purple shield) priest need rolls and wins then leaves the group, reported and everything was fine to the GM, so the only bad thing that could happen is losing rep on your server.

I recently lead a BH on my rogue and took a feral druid who said he could easily match, and I quote, "any deeps that you can pull i can do." I took him on his word and said that if I deemed his dps too low, he wouldn't receive gear if other people who were doing more wanted it.
Pretty much sums it up, although u have to look at it from another angle. Lets say u pulled 15.5k dps the first 5 seconds of the fight and u died to cleve or whatever, now the druid pulled 9k dps but lasted the whole fight and his TOTAL DAMAGE done was significant to other party members who have died then u could take that into consideration, either way people ninja stuff all the time, get reported, blizz does nothing anyway. I wouldn't worry about it to much to tell u the truth.
