To really make effective use of TC, you need to invest either at the very least 9-10 talent points (for 2/3 or 3/3 Elemental Precision) and there is another 3 points you can put in Focused Insight to make it slightly better. In doing this you miss out on Cleansing Waters, Nature's Swiftness, Elemental Weapons, Improved Shields and Ancesteral Swiftness.
Between the speed bonus from Ancesteral Swiftness (getting out of the fire faster meaning you have to heal yourself less), the extra regen from Imp Shields, and the extra throughput from Elemental Weapons, I think you would be gimping you healing to go the other way. However I'm sure if you have no trouble keeping people up then the other way may end up being better for your raid over all. My advice would be to duel spec and try them both out over the course of two weeks or raiding. Do each fight in both specs and see which one suits each fight. I'm sure some fights (like magmaw) would suit one over the other.

well i havnt done many raid bosses yet. (ilvl is 350) But i havnt had a single mana issue yet that couldnt be fixed with my mana tide (or my guildies mana tide) :P
i have ancelstral swiftness because i dont see when i should spam stupid lightnings... and prevent people from dying.

) currently have neither AS or TC as I have 2/2 in
. It proves useful for a couple fights (Cho'gall, Valiona, Atramedes (when people run through fire), Argaloth).
But upon further review, it seems that faster movement would be greatly appreciated in raids, as I used to have it in a different build and it was quite missed when I took it out.
Also, in full full 359+, TC is totally unnecessary. As mentioned before, Magmaw and end-fight Halfus being really the only two cases where it would be worthwhile.

However hard modes are different story. Out of 4 hard modes that I have done, only 1 seems to not have a struggle with mana - Atramades. All the others (Conclave, Halfus and Magmaw) are very demanding fights and I would not be able to produce needed hps if I didn't have TC and didn't find time to shoot a few bolts at boss.
But even without hard modes - I would not be able to do any decent HPS during BH boss without the TC talent - I would simply go oom. I go through about 60% mana between every fire phase - I have mana tide to restore mana for one of them, and TC with spiritwalker's grace for another - that allows me to finish boss with close to 0 mana and about 9-10K hps. Yes, I could just throw some healing rains around and let another healer do most of the healing - but where's fun in that? :)
I suppose I should mention I run in 10 mans only, and the experiences between 10 and 25 are vastly different from what I hear. Other than the two fights mentioned in my quote, I haven't seen a fight where I can justify not healing in the attempt to regain mana.
But the whole discussion isn't about what is right or what is wrong, but rather who does what where and why. :)

I chose Telluric Currents. Mana matters more to me. If I really need to move quickly, I can rocket-jump my goblin ass out of trouble OR use Nature's Swiftness to get an instant Ghost Wolf cast.
And, if I don't have mana, then it doesn't matter whether I'm standing in the fire or not.

why on some bosses you have a lot to run and whit 15% move speed whit out in ghost wolf and instan ghost wolf i can run fast out of fire!
it is not "get out of fire to take less damage" it is "get out of fire fast to start casting"
if you move slow you lost on casting time and this is bad for a healer!
This is one of the big reasons we have Spiritwalker's Grace. Cast on the move. But it is useless if we're in Ghost Wolf.
