I downloaded the looter a while ago, I only find some TOC, LUA, XML and BAK files, but not the actual program.
Slight confusion of terms here. This will sound pedantic of me, but it should clear things up I hope:
The thing to download is called
the wowhead client. That's the standalone executable that needs your Wowhead username and password.
When you run the
client, it in turn downloads the
looter, which is an addon like any other (XML and Lua files, etc). The looter is what sits in-game and soaks up information on everything you see, fight, loot, craft, secretly dream about, etc.
After you exit the game, you run the
client in order to upload all of the
looter's gathered data. The client has options to automatically run on game exit, start the game, etc, so you can tweak that around to your liking.

I had them confused, thanks for the tip, BUT, I still couldn't find it anywhere when I searched my computer for "wowhead client". The only thing I found was just some text file which had large amount of gibberish to me.

The name of the executable is Wowhead_Client.exe, but it doesn't need to be anyplace special on your hard drive. So, wherever your browser is set to download files to, I suppose, assuming you got it from
www.wowhead.com/client (note that the download is a .zip file containing the .exe).
Be aware that right now, the
client is broken. That won't matter until you actually find the file :-) but once you run it things will go downhill.
