For Enh, it's the damage boost that's important. It's essentially a boost to our Mastery, and the theorycrafting right now seems to point to 2/3 Concussion and 3/3 Elemental Precision being better.
The Spirit-to-Spell Hit conversion is a big draw for Ele, but it does come into the picture a very little bit for Enh. You'll likely have 15 or 20 added Spirit from the +Stats chest enchant, and it's definitely possible to use those points to get yourself spell hit capped.

As enhancement, most of our Agility gear when getting closer to end-game content will have enough hit on it to warrent not getting this talent. I'm average 342 and am currently spell hit capped without this talent, or any spirit at all in general.
As for the talent, it's a waste of space that could be used elsewhere for DPS purposes. (For enhancement.)

The 20 spirit/hit from the chest give you the opportunity to reforge out of 20 hit on other gear.
Additionally the talent
is
used for DPS purposes. It's a 3% increase in spell damage which is worth about as much as 200 points in mastery.
It's not the greatest DPS talent ever but it still is the best one we have to spend those additional points on.
But since it is relatively weak those last few points can also be spent on Elemental Warding or Spark of Life to make your healers life a bit easier in progression raiding.

Sorry, this is off topic but what is the significance of putting points in ancestral swiftness besides increasing speed?
You need to move out of the fire. Moving out of it faster means your healers have it a LOT easier.
You will be faster at the adds, killing them faster and you are faster back on the boss. It's not even 15% .. with the instant Ghost Wolf you can pop it when running to adds (if they spawn far away from the boss) to have an awesome 35% speed increase (glyphed).
It's one of the best talents and mandatory for all Shaman specs.

Think of it this way. The 3% damage buff is very helpful to boosting dps.
Now, with that spirit should you get any (20 stats to chest being one) you can add hit without having to gem for hit. A blue socket can be used for spirit which would boost your hit while giving an added benefit of mana regen. Now I'm not saying that you will want to gem that seeing that agi/spirit doesn't exist and you want to avoid pure hit/spirit gems as much as possible, but its just one example of its added use beyond the nice dps it adds.
Heck you can even reforge hit to spirit on gear or just change a stat you don't need into spirit just so you can get hit cap leaving you with more mana regen instead of 1 pure stat. Sure you can call it trivial but you never know when you might find that spirit coming to save your ass regening you just enough that when someone attacks you, your able to use your ability since you just have enough mana and can save your ass.

I think the spirit portion of precision can mislead some enh. players to dismiss it or to not recognize it. If it had no spirit function(which I know would be bad for ele.) enh. players would be more aware to take it as the 3% dmg would stand out more.
Other then that, I would recomend filling it up. You'll also get 20 spell hit due to the chest enchant for 20+ all stats. I wouldn't recomend looking for more spots to put spirit in as it would harm you more then help.
