Yes, FD does not handle haste well which can cause a lot of problems when trying to compare things where a change in haste is involved. You are almost certainly doing the right thing reforging your Mastery to Crit and Haste though.
The best way to implement hard casting AiS in FD is to go into Shot Priority and change Aimed Shot Behavior to "manual cast and instant." You also want to change your Steady Shot Behavior right above that to either steady shot in pairs if ISS <= 4 seconds or prioritize steady shot if ISS <= 3 seconds.

Izuul has some good corrections. When you're using the FD sim, there are a lot of options you need to change on your own to actually make sure it mirrors real-world DPS.
If you're MM, in addition to enabling "Hard Casting Aimed Shot and instant," you need to make sure that Arcane Shot is NOT on your list of enabled shots, since we shouldn't be using it at all (or rather VERY sparingly).
The current haste "cap" or "point you want to reach" is 10.8% (from GEAR alone, so 13.8% with 3/3 Pathing) for MM if you have the Tier 11 4-piece bonus. If you do not, the haste plateau is probably lower, since you won't be able to get an extra shot in anyways. For non-goblins, it's roughly 1350ish haste with the 4p bonus.
