There isn't a conditional that will make one of those cast over the others. The closest you could get would be a modifier, assuming you only want to pull them out during combat and recall them out of combat:
/cast Call of the Elements; Totemic Recall;

Well, you'd have to do a check for various totem buffs using a script (if its at all possible), and based on whether they exist or not, drop the set of totems.
You'll have to hang around and see if pelf or the rest come along with more capable insight.

You can try to target a totem you know you dropped and do something based on whether or not you find it. However, with more than one shaman, you can end up doing a recall when you didn't want to.
If you wanted to try that, it would look like this...

/target <name-of-totem-in-call>
/cast Totemic Recall; Call of the Elements

Yeah, I mentioned the shortcomings. I personally just bind all four calls and recall on my Shaman.

Huh... that explains why my sap+pickpocket macro on my Rogue wasn't doing what I wanted.

I just bind my first call, and use the other ones as totem holders (I'll assess the group, and swap totems around as needed, only using the first call).
